I am trying to make a scalable vector graphic so that when I zoom in on the graphic I am making, it doesn’t pixelate. How can I do this in adobe photoshop or do is there another program I need to use?

You cannot create a scalable vector graphic in Photoshop. You can do it in Adobe Illustrator. That is one of the differences between the two applications. However you can open a Photoshop file in Adobe Illustrator then trace the image and convert it to a vector graphic.
